Can you try clearing your cache/site data and see if that makes a difference? It’s unlikely but its certainly worth a try.
You may also want to try disabling Hardware Acceleration:
Settings --> Additional Settings --> System --> Hardware Acceleration

Are you on Windows 10 as well? Using Brave stable (v0.70.123)?
Can you try creating a new profile and see if the top sites behave the same? Use the profile menu:
In the fresh profile, visit a few sites, then open a new tab, see if you can remove them from the list.
I’ve tried everything I can think of updated Brave browser, cleared cache & history, closed browser and brought back up, kept clicking on pin icon, nothing is working.

I have exactly the same problem, been having this issue for some time now and it finally got annoying enough for me to search for a solution and I came across this thread.
I can’t unpin and I can’t remove top sites, including top sites that I haven’t pinned.
I tried to add a screen capture video to show what happens, but new users can’t upload attachments

I have the opposite problem in that there are absolutely no sites showing up on the new tab page even though that option is indeed enabled in Version 1.2.19 Chromium: 79.0.3945.56 (Official Build) beta (64-bit) on Windows10. Clearing cache does nothing at all and I have about given up trying to find where the heck Brave is pulling these sites from.
Don’t know if it’ll help anybody, but I’ve had the same issue and this is what i did to fix it.
I downloaded the newest version of brave and installed it. At first nothing seemed different. I tried to delete a top site and it didn’t work. Then I clicked the “restore all” pop up and a bunch of different sites appeared. Suddenly I could unpin and delete the sites.
The only way I could solve this issue was using the drastic measure of uninstalling the browser completely including the Brave folder in WIndows10 AppData directory., Only then would the browser populate the NTP properly. That is drastic since it required reinstalling all of my extensions and reconfiguring them all.

You’re absolutely right – that is quite drastic and certainly shouldn’t be necessary just to get top-sites to appear on your dashboard. While I’m unsure at this time what the exact reason for the sites not appearing is, I can tell you that we have already implemented new NTP fixes and functionality in Nightly builds, and will continue to add/adjust them as necessary moving forward.
For example, at this time in Brave Nightly builds, you can add, remove, bookmark, and drag/drop top-sites on the NTP:
For some reason the screen recoding above had some issues tracking my mouse – so when you see the tiles change, I’m just dragging/dropping them with my mouse.
I had reported this issue with this machine over a year ago and at the time other issues with Brave caused me to stop using it altogether. Posts here and on Reddit and Twitter did not garner any response so I took the scorch earth approach. Still the limit of 6 web sites on NTP still makes it less than desirable. Will probably stick with the release builds of Brave being installed.
Whether I will continue with Brave as my default browser has yet to be determined due to the amount of struggle during 2 weeks that I had getting both of these Windows10 machines to operate properly with Brave. I had outlined the struggles I had with Brave in a separate post

I had the same problem that people have been telling Brave about for TWO MONTHS, I came here to agree with millardjk.
The things I had to do to even respond in this thread make me long for Google Chrome.
The software is flawed. Stop asking people to reset this, re-install that, delete something else. People use a computer to get stuff done, and if using your software stops them from getting stuff done, they should uninstall it, not debug it for you. Fix the software or get out of the business. I decided to “try” your software. Not keep it forever.
Actually, while I think of it, your users should be able to choose the sites they want to appear, not have them just pop up because three weeks ago they happened to have a UPS delivery and hit F5 90 times.
I had this problem too for a long time. But then just now it sort of started working. I clicked the x and then then the pop up came saying top site unpined/restore all. I clicked restore all. It changed the top sites. Then it started working. I was able to unpin them and new top sites were added. But then it got stuck again. So I clicked restore all again. Same thing. Was able to unpin for a while then got stuck again. But at least I was able to unpin the sites I wanted to change. I think it should let you choose which ones to put there instead of them just showing up.
