Video Playback Issues - Mouse Cursor

Description of the issue:
Framerate on video playback will drop while the mouse cursor is moving across the screen.

How can this issue be reproduced?

  1. Launch Brave
  2. Visit any video sharing website e.g. YouTube or Vimeo
  3. Play a video in full screen mode
  4. While video is playing: move the mouse cursor side to side across the screen very quickly, move the cursor in a circular motion at a constant pace, or move cursor between monitors (dual monitor setup).

Expected result:
Framerate on video playback will drop considerably to the point where it will look like it has frozen or begun stuttering. Audio playback appears to be unaffected by this issue.

Brave Version:
Version 1.23.73 Chromium: 90.0.4430.85 (Official Build) (64-bit)

Additional Information:
Operating System: Windows 10 Version 10.0.19042 Build 19042

Mouse DPI: 6,000

Other Browsers: In order to ensure that this issue was not stemming from issues with my GPU, internet connection, or the websites themselves; I attempted to replicate the issue on Google Chrome and Firefox. Both browsers had no issues with video playback framerate when attempting to replicate the issue on YouTube or Vimeo.

i did the same and i don’t have that issue

Interesting, I just don’t know what it could be. Device drivers are all up to date, and the issue is only occurring on Brave. Could be an issue with Windows as it has only been happening since I updated, but idk why Chrome or Firefox would be unaffected if it was.

Hello @Hambone
