Stuttering and drop frames on youtube

Description of the issue:
How can this issue be reproduced?

  1. In brave browser, since about a week ago I was experiencing stutter on livestreams from a youtuber. Since then I’ve discovered brave drops a hideous amount of frames, going by the latest upload of another youtuber.

  2. It doesn’t seem to be totally vp09 codec videos. From testing av are generally better but then again another vp09 is playing fine in standard 720p and one with 240p max and av codec has dropped frames and drops further when I move the cursor over the video
    Example videos below brave vs edge:

  3. Av01.00m.08 (395) mouse cursor makes it drop frames 240p max resolution video (0 dropped in edge)

  4. Vp09.00.51.08.01.01.01.01.00 (303) stuttering every few seconds (2 frames dropped once I moved the mouse in edge)

  5. Av01.0.09m.08 (399) literally drops half the frames in the example video at 1080p (dropped 2 frames in edge again once I moved the mouse)

  6. Av01.0.04m.08 (397) 480p video, drops frames

  7. Vp09.00.51.08.01.01.01.01.00 (248) 47 second long video in 1080p,4 frames dropped of 1001 (0 in edge)

recently updated brave and now youtube 720p60 and 1080p60 skip frames heavily and in incognito mode it defaults to 240p. Tried the same video in edge and it plays perfectly. I noticed before even 1080p drops quite a few frames whereas on android brave it skips 0.

For example of the initial 1:27mins of a video it’s dropped 485/1341 frames (I dropped to 720p60) and edge it’s dropped 3 of 3324 of the initial minute (1080p/60). I’ve made 0 changes to brave or addons recently.

Brave 1.68.137 “up to date” chromium 127.0.06533.100 official build, 64bit. Windows 11, I’ve made absolutely no changes to anything besides updating brave and closing and reopening brave a couple of times to see if anything improved. Just to note I just tried all4 in brave and videos run fine. Edge and Firefox defaults the video to 1080p/60 and runs youtube fine.

Issue still occurs on a new brave profile. If I scrub back to the beginning of a video it still drops frames, so buffering isn’t the issue

Edit: turning hardware acceleration off does absolutely nothing, just as bad as with it enabled
