Video Stuttering when mouse moves

**Description of the issue: Video playback and audio stutter whenever I move the mouse in the same tab. Also, when mouse cursor is left on top of the video, it stutters until the cursor disappears.
How can this issue be reproduced?

  1. Open youtube
  2. Play any video
  3. Put mouse on top of video OR just move mouse

**Expected result: Video stutters, mouse stutters, audio stutters.

**Brave Version( check About Brave): 1.58.124

**Additional Information: When turning hardware acceleration off, the issue dissapears but video playback is not smooth at all.
I have an Nvidia GTX1070, just update to latest drivers and issue persists.
Windows 10 64 bit

Alright, I thinnnnnk I fixed it going to nvidia control panel, creating a profile for brave.exe and forcing Vsync on, disabling fps limiter and triple buffer. I keep testing though.
