Description of the issue: How can this issue be reproduced?
On my Brave install the Show Bookmarks setting seems to be ignored if there’s more than one bookmark in the list. The bar is always shown, not matter the setting.
Expected result:
When I disable “Show Bookmarks”, I expect the bar to go away and stay away.
Brave Version( check About Brave):

When you disable the Show bookmarks option, are you seeing the bookmarks bar on sites you visit, or are you seeing it on the New tab page? I ask because there is a separate setting for users who want to show their bookmarks bar on the NTP but not while browsing websites.
In the same place you found Show bookmarks, scroll further down to Always show bookmarks on new tab page and toggle this “off” to ensure the bookmarks bar does not appear at all (if that is the desired effect).
