Bookmarks bar visible in new tab even when disabled in settings

**Description of the issue: **I have disabled ‘Show Bookmarks’ in settings and it works fine when a website is opened in the tab. But the bookmarks bar is visible when I open a new tab.

Steps to Reproduce (add as many as necessary):

  1. Disable Show Bookmarks in settings

Actual Result (gifs and screenshots are welcome!):

Expected result: Bookmarks should not be visible in a new tab.

**Reproduces how often:**Every time I open a new tab

**Brave Version(about:brave):**Version 0.66.101 Chromium: 75.0.3770.142 (Official Build) (64-bit)

**Reproducible on current live release (yes/no):**Yes

**Additional Information:**I don’t know if it’s intentional
