Brave fails to start, Windows 10

Description of the issue:
Occasionally, Brave fails to start, or at least the main browser window does not appear. However, multiple Brave processes are present in the task manager.

Steps to Reproduce (add as many as necessary):

  1. Launch Brave

Actual Result (gifs and screenshots are welcome!):
Brave does not appear. But processes are listed in task manager. If I manually terminate the processes, eventually I hit the main one, and then can restart Brave. Upon restart, Brave shows a simple window to select user or browse as guest. Then Brave appears to function normally. Until the next time this happens…

Expected result:
Brave browser window appears

Reproduces how often:
Occasional. Maybe once a week.

Operating System and Brave Version(See the About Brave page in the main menu):
Windows 10 Enterprise, 1809
Version 0.66.99 Chromium: 75.0.3770.100 (Official Build) (64-bit)

This could be a similar problem:

No solution found so far, a reinstall will be tried. Here the user could not get past the “select user window” though. How did you get from there to Brave working normally?

I killed the Brave processes in task manager, Then re-launched. At the select user window I select myself and Brave starts normally.
