I have cleared cookies and browsing data
I’ve removed HW acceleration
There is NO lag or buffering on MS Edge.
This only started yesterday
Last windows update ran about a week ago.

Can you please try opening a guest profile window (Menu --> More tools —> Guest profile), closing your original profile window, then visiting Youtube.com in the guest window and test to see if you get the same behavior there?

The next day, the problem was no longer there. I’ll keep this in mind though when i happens again.

Came here looking to report the same issue although for me it’s been happening for over a week, and only seems to affect UK streamers as other countries are always fine (I’m in Luxembourg). I also notice that switching to another tab and visiting other sites can start the issue off.
I’ve tried the suggested guest profile and a completely new one, signed in or out of YouTube, still the same. I have to revert to Firefox to get a normal view of the stream.
