Unable to navigate to other areas in Settings with a small screen/window

Description of the issue:
In the Windows Desktop version of Brave, you cannot navigate to all of the pages in the Settings window if you have a small window (horizontally)

Steps to Reproduce:

  1. Launch Brave on a Windows computer
  2. Resize the window of Braze, horizontally, as small as possible
  3. Click on the hamburger menu in Brave (the three horizontal bar menu)
  4. Click on Settings
  5. Attempt to navigate to a different section in the Settings area (e.g., Appearance, New Tab Page, Shields, etc.

Actual Result:
User is stuck on the Get Started page in Settings and cannot navigate to Appearance, New Tab Page, Shields, etc. sections
