Settings sidebar does not show at default minimilized window

Description of the issue:
If you open brave://settings/ straight after install (without changing the default small window size), navigation sidebar (with redirects to all different settings sections) does not show due to being hidden on small width.

How can this issue be reproduced?

  1. Open brave://settings/
  2. Resize browser window width down to default size or lower
  3. Observe only “Get Started” section being visible
  4. Rage ensues

Expected result:
Main navigational element of a page should not be hidden with no trace.
Main page of settings should not be only a useless “getting started” section.

Brave Version( check About Brave):

Version 1.32.106 Chromium: 96.0.4664.45 (Official Build) (64-bit)

Additional Information:
Just installed the browser and went into settings only to be greeted with condescending “edit your avatar!” and not actual privacy/security settings.
