Description of the issue:
When I am opening settings in Brave, while my screen is split between two windows, the navigation sidebar disappears and it seems like the only available settings are those under “Get started” section, with no indication that there is anything else. Screen that I’m using is 1920x1200 and when it occurs zoom is at 100%, when I change it to 90% list appears again.
While it’s easily fixable by changing zoom or resizing window, it may be a nuisance for some people, so it’d be nice if navigation bar changed to hiding list on the left when settings are opened in small window, or had a clickable tab to show it.

How can this issue be reproduced?
- On a 1920 x 1200 screen, open two brave windows in 50/50 ratio, and go to either window, then open browser settings
Expected result:
Of above actions? Settings screen contains only top bar with icons for settings, rewards, history, bookmarks, downloads and wallet and beneath only “Get started” section of the settings appears, for new user (just started using brave on desktop myself) this looks like these are the only available settings there.
