Tor Mode always has Javascript Enabled

Description of the issue:
How can this issue be reproduced?

  1. Open a Tor window.
  2. Visit a site via the Tor Protocol (like Protonmail: protonirockerxow.onion)
  3. Once the site loads, check the Brave Shield dropdown on the right of the address bar (Lion Head Icon), and the Scripts Blocked slider is set to off.

Expected result:

If I have Javascript disabled in settings (accessed via a normal browser session, not Tor), it should keep that setting, even in Tor mode.

It appears you cannot access setting from Tor mode, and that there is not separate settings configuration for Tor mode (perhaps this is also a bug.)

Version 0.68.142 Chromium: 77.0.3865.90 (Official Build) (64-bit)
MacOS Mojave 10.14.6

Additional Information:

If I slide the slider to disable Javascript, it reloads the page with Javascript disabled, and it seems to remember your setting for the site, but if you open a new site, in the same tab, or a new tab, (both Tor still), the Disable Javascript slider is set back to off.
