PWA and Create Shortcut apps not working

Description of the issue:
After the last update all of my PWA/Create Shortcut apps are not opening anymore.

How can this issue be reproduced?

  1. Go to any website > settings menu > more tools > create short cut
  2. Open the .app on your desktop

Expected result:
You will notice the app doesn’t open

Brave Version( check About Brave):
Version 1.18.70 Chromium: 87.0.4280.101 (Official Build) (x86_64)
