Advertising via the use of Brave branding is against the publisher TOS. Publishers are not allowed to bid on Brave branded terms or keywords.
Oh! Will it be legal If I make a page introducing Brave and it’s benifits and give my referral link and advertise that page?

The issue is that publishers can not use “Brave” branded keywords to drive traffic. Your page is not the issue but I would still check with Brave publisher support.
