Is there an option to “enable” the favorites bar at the top of the page above the bookmarks?

There is no menu bar anymore for chromium based browser, like brave. Menu is at the right of the browser (3 little dots)
I apologize for being such a “newb” but if I understand you correctly, you are saying that there is no way to enable that feature.

Once again, please provide the necessary information before posting again.
Given that i don’t know what OS or Brave version you’re using I’m going to make some assumptions:
Assumption 1: You’re using the Muon build of Brave. Not sure if you know but that build has been depreciated in favor of our newer Brave-Core build. I would suggest installing the newer build instead.
Assumption 2: You’re running Windows OS. macOS has a dynamic toolbar at the top which would remove the need for your request. On Windows, as @pat-san stated, the menu bar is now located inside the main menu button in the newer builds - Notice that it has almost all the functions of the old menu bar:
TL;DR - No, there is no option for this as all necessary options are located in the main menu.
