"Insecure Download Blocked", dialog box nonfunctional

I can no longer download tarballs from a well-known and verified database. The download comes up asking me where I want to save it, I choose a folder, and immediately get a little notification “Insecure Download Blocked” – whether I try to click “keep” on that box or go into the Downloads page and click “keep”, nothing works. That screen freezes and I cannot access my downloads. Accessing this data is critical to my job, someone please respond.

How can this issue be reproduced?

  1. Try to download a file from http://jsoc.stanford.edu/ajax/exportdata.html

Expected result:

The file downloads.

Not sure if this is helpful or not but I had same issue with Windows 10 yesterday. The only way I could download the file was to switch off Defender temporarily.
Not sure what if any anti virus stuff you have on a mac but may be a workaround.
