Description of the issue:
Noticed a pretty substantial frame drop issue while watching streams & VODs on Twitch in full screen mode with graphics acceleration on.
How can this issue be reproduced?
Fire up any 720p60/1080p60 twitch stream/vod in fullscreen mode with video stats enabled. Amount of dropped frames produces a choppy playback experience. Frame droppage issue doesnt seem to occur while video window isn’t fullscreened.

Version 1.63.174 Chromium: 122.0.6261.128 (Official Build) (64-bit)
CPU: Ryzen 9 5900X
GPU: RTX 3060
Additional Information:
Brought up the task manager and noticed the GPU 3D usage graph peaking 80-90% (in fullscreen) while the Video Decode graph averages about 10% in Brave. Fired up an alternative browser (Vivaldi) and again tested the same video in fullscreen mode and noticed only ~10% 3D & ~10% video decode usage providing a buttery smooth playback experience. Disabling all extentions did not resolve or diminish the frame drop issue.
Saw countless posts on this support section going years back, all recommending the disabling of graphics acceleration which places a sizable load on the CPU instead.
Why does brave continue to suffer from this issue, which has been documented for some time now, all while vivaldi which also uses the chromium base provides playback without frame droppage with hardware acceleration activated?
