Dragging a tab to the top of a group is not working in vertical tabs

Description of the issue: Having 2 or more tabs and dragging any lower tab to the top of a group in the vertical tabs is not working. The tab is either moved out of the group or just left in the 2nd position.
How can this issue be reproduced?

  1. Create a group with 2 or more tabs.
  2. Drag the 2nd or any other lower tab to the top of the group.
  3. The dragged tab cannot be placed at the top.

Expected result: 2nd or any other lower tab is moved successfully to the top of the group.

Brave Version( check About Brave): Versión 1.76.73 Chromium: 134.0.6998.45 (Build oficial) (64 bits)

Additional Information: The only workaround is to drag the lower tab to the 2nd position and move the current top tab to the 2nd position, so the previously moved one becomes the top tab in the group.
