Description of the issue:
Starting in Brave 1.68.124 (tested on Windows), it is not possible to drag and drop a tab into an existing, single item tab group. This issue didn’t exist in Brave 1.67.134. This issue only affects vertical tabs. Horizontal tab drag and drop works as expected, as does assigning tabs via the context menu. Secondarily, dragging a tab out of a tab group that is the last tab in the vertical tab list (no standalone tabs below the group) requires that the tab be dragged out of the window and back in to successfully drop out of the group. It’s impossible to drag from a tab group below that group if there are no existing standalone tabs below the group. No video of this secondary issue, and it exists in both builds noted above.
How can this issue be reproduced?
- Use a version of Brave newer than 1.67.134.
- Turn on Vertical tabs.
- Create a tab group of one item.
- Attempt to drag a second item into the group. The tab group doesn’t make itself available to drop the tab, so the drop fails.
Expected result:
As was the case on 1.67.134, drag and drop between tag groups should work even when the group contains one item.

1.68.124 (and subsequent versions I could check manually, including the newest versions) - Does not work as expected.
Additional Information:
Significant impact to tab grouping functionality. Please fix.
