Download Shelf is Gone-Cannot Restore with flags command

Description of the issue:
How can this issue be reproduced?

1.restarted Brave
2.download a file
3.no indication that file downloaded

Expected result:
Expect to see a download bar at bottom of screen showing progress and option to open file location.
Brave Version( check About Brave):
Brave is up to date


Version 1.60.110 Chromium: 119.0.6045.105 (Official Build) (64-bit)

Additional Information:

This feature stopped working when I restarted Brave yesterday.
Attempts to reset it using brave://flags and search for “download bubble” turned up no results. Feature appears to be removed.
I accidentally downloaded the same file multiple times tonight because I didn’t see the download bar/progress indicator, wasting bandwidth as a result.
