Hard Reload not working

Open Developer Tools and long-press reload page
Actual Result (gifs and screenshots are welcome!):
nothing happens
Expected result:
dropdown with options “reload”, “hard reload”, and “empty cache and hard reload” options appear
Reproduces how often:
every time
