Description of the issue:
When quitting a session with multiple windows open (each with multiple tabs) one would expect that upon restarting the browser, all windows with all tabs will get reopen. At least when the “Continue where you left off” is chosen. This works for me well under macos. When running Brave under GNU/Linux (Ubuntu 19.10), restarting the browser brings back only one (1) window with its tabs back. This is similar to Brave not re-opening Window + Tabs and I can find the missing “tabs” in history listing but that’s not how it’s supposed to work, is it?
How can this issue be reproduced?
- Run Brave with multiple windows, each with several tabs and having “Continue where you left off” enabled
- Quit the browser from topbar menu
- Restart the browser
Expected result:
All windows with all respective tabs from the last session are restored/reopen

Additional Information:
This is under GNU/Linux (Ubuntu 19.10 with all latest updates). Things seem to work correctly under macos.
