Can't unmute pinned tabs

Description of the issue:

If a pinned tab is muted, it can’t be unmuted in an obvious way.

How can this issue be reproduced?

  1. Have a tab playing audio, e.g., an internet radio station https://www.kqed.org/radio
  2. Pin the tab (audio continues playing)
  3. Change to another tab
  4. Click on the speaker icon of the pinned tab. Tab is muted, audio inaudible.
  5. Click on muted speaker icon. Tab does not unmute.
  6. Right click on tab. There’s not an option to unmute, only “mute site”.
  7. There’s no clear way to get the pinned tab unmuted.

Expected result:

  • clicking the muted speaker icon should unmute the tab
  • right-clicking the tab should show an “unmute site” option
