[Bug] Bring some existing opened directory in front of the browser while is maximized

Description of the issue:
Whenever I have the Brave Browser opened and I try to bring some other program or file that I have opened in my start bar in front of the browser, programs, files or directories won’t pop up.
Basically Brave won’t let anything to get in front until I minimize it.
Steps to Reproduce (add as many as necessary): 1. 2. 3.

1. open Brave
2. open any directory
3. maximize brave
4. click on the directory that is opened in start bar
   Actual Result (gifs and screenshots are welcome!):
   directory won’t pop up
   Expected result:
   directory would pop up
   Reproduces how often:
   always
   Operating System and Brave Version(See the About Brave page in the main menu):
   Win 10
   HP
