**Description of the issue:
Brace loses most if not all open windows and tabs after upgrade and no way to recover them.
How can this issue be reproduced?

  1. Create open open widows of at least 50 with 40 tabs/window
  2. Use at least 8GB of memory for Brave
  3. Have other Browsers like Chrome also heavily used
  4. Open Outlook
  5. Upgrade Brave from prior version to latest 5/3/22

Expected result:
All windows and tabs reopen following Upgrade
OR
Recovery of such is available
OR
Under History all open Windows with Tabs show up

**Brave Version Release Notes V1.38.111 (May 3, 2022)

Additional Information:

A. All Windows and Tabs were gone except last one viewed.
B. This also happens periodically upon restart
C. This workstation has 32GB Memory
D. Running Windows 11 Pro Version 21H2 12/16/21 OS Build 22000.613, Windows Feature Experience Pack 1000.22000.613.0
