Autoplay blocking fails in at least one circumstance

Description of the issue:

With autoplay block on, a video starts playing. (I am using macOS Ventura 13.2.1 (22D68) - though it may happen in other OSes)

How can this issue be reproduced?

  1. Make sure Autoplay is set to block sites from autplaying videos without exceptions (brave://settings/content/autoplay)

  2. Enter Private Window command-shift-N

  3. Go to https://www.rxwiki.com/rxnorm-atc/butyrophenone-derivatives (notice video spinner activates but nothing plays - fine)

  4. Scroll down page and click “Innovar” link

  5. This leads to https://www.rxwiki.com/innovar and the video (which contains audio) on this page begins playing.

  6. Note if you started directly at step 5 - the video behaves like step 3 and does not autoplay.

Expected result:

Video should not autoplay

Additional Information:

Note - performing the same steps in Safari Version 16.3 (18614.4.6.1.6) with autoplay blocked - browser does not play the videos.

They are using kaltura - and may be doing some js shenanigans to get around autoplay blocking.
