Can you confirm you enabled Brave Rewards by navigating to brave://Rewards in your browser. Also, can you let us know what computer/OS you’re using?

This is apparently a known Windows 10 bug and is not actually specific to Brave .
The issue seems to occur when the app (Brave, in this case) shortcut is removed from C:\ProgramData\Microsoft\Windows\Start Menu\Programs – this results in the app not being displayed in the Windows 10 Notification settings.
The easiest way to resolve this would be to just try running the Brave installer again. Note that doing this will not overwrite any data you currently have, but I would still recom…

Looks like you’ve already tried a lot. Until someone replies who might actually have a clue, I’m just going to fish in the dark here:
Could you try HERE if notifications from your browser can come through at all? First click on “Authorize”, then “Allow” in the appeared Popup and finally “Show”.
Do you get a notification? After doing that, Brave could possibly show up in the Windows notification settings as well.
