Brave not in notifications list, no ads on laptop or PC

I have the latest version of the brave browser, ive uninstalled and reinstalled, made sure shortcut is in the proper location but Brave still isnt in the “get notifications from these senders” list on windows 10. focus assist is off, brave is set as my default browser as well. Problem is occurring on both my laptop and pc.

i tried everything on that post including running the compatibility trouble shooter and it still doesnt work.
