Description of the issue: When I open a single tab of the Brave browser, I do not have dragging abilities any longer. I cannot get this tab to my other monitor without opening a bonus tab, or making the window small, dragging, and then making it full size again. This issue started very recently, and it started very suddenly.

Steps to Reproduce (add as many as necessary): Open a single tab of Brave and attempt to drag

Actual Result (gifs and screenshots are welcome!): No drag

Expected result: Easy drag

Reproduces how often: Every time

Operating System and Brave Version(See the About Brave page in the main menu): Brave is up to date
Version 0.70.123 Chromium: 78.0.3904.97 (Official Build) (64-bit) , Running on Windows 10 Home 64 bit

This was created 23 days ago, and you guys are telling me there is not one person with the expertise to tell me why I can no longer drag one tab from screen to screen?

Can someone call a professional please? No one here understands browsers.

Bump this should not take a month.

I followed the descriptive steps yet one month and over 40 users later, anyone with the knowledge has not had the decency to share. What was the point of this community again?

So I have mods closing this issue out without attempting to solve it. Any chance we could look into this before 2020? Thanks to the Brave team for their tireless work.
