Same issue here! I was getting many ads and earning BAT for months, now since about the last 20 days after upgrading to Catalina, I haven’t received one ad! Bummer!
For anyone in this thread, the issue of Brave Ads not appearing on macOS Catalina should have already been resolved:

Im still having this issue since of last year
I am also still having the same issue on May 2020. I have macOS Catalina 10.15.4 and I am using Version 1.8.86 Chromium: 81.0.4044.129 (Official Build) (64-bit)
