Unable to close inactive tabs using touch-only input

Description of the issue:
In the Windows Desktop version of Brave, when you have multiple tabs opened, you cannot close an inactive tab using touch-only unless you have the tab active.

Mouse users can hover over the tab and the close tab button appears, but touch-only users cannot “hover” over elements.

Google Chrome does not have this issue because the close tab button is always visible and you do not need to hover over the tab to see the button.

Steps to Reproduce:

  1. Launch Brave on a Windows computer that has a touchscreen
  2. Using touch-only input, open at least two tabs (1 active tab, 1 inactive tab)
  3. Using touch-only input, attempt to close the inactive tab by touching where the close button is supposed to be located

Actual Result:
Inactive tab becomes active

Expected Result:
Inactive tab closes
