Close all tabs on window close

Currently I have set the settings of Brave to open the new tab page on startup. Also I have disabled the “Continue running background apps when Brave is closed” option. In reality when I close the window and open it again, I see the previously opened tabs.

Steps to Reproduce

  1. Have Open tabs
  2. Close the Browser
  3. Open it again

Actual Result (gifs and screenshots are welcome!):
You have the previous tabs opened

Expected result:
See the new tab page

Reproduces how often:
Not always, but only when there are other Brave windows open. I cannot get the cases when it does and when it doesn’t

Operating System and Brave Version:
Version 0.63.55 Chromium: 74.0.3729.131 (Official Build) (64-bit)
Win10

Additional Info
I have some desktop applications running on Brave. These are links, that open in separate window. This should not affect the behavior, but it does.
