"Translate this page" doesn't show up anymore

Description of the issue:
The Translate this page popup doesn’t show up anymore. I say anymore because a few months back, it used to. Don’t know if it’s intentional.

How can this issue be reproduced?
Open any russian website. I used http://government.ru/ru/ for the test.

Expected result:
Should detect the language and show the “translate this page” popup.

Brave Version( check About Brave):
Version 0.69.132 Chromium: 77.0.3865.90 (Official Build) (64-bit)
