Tip functionality keeps showing up in Twitter despite being deactivated

Description of the issue:
How can this issue be reproduced?

  1. Browse to brave://rewards/
  2. Scroll to “Tips”
  3. Click on ¨Tips settings¨
  4. Uncheck “Twitter”
  5. Browse to twitter.com
  6. Tips keep showing up

Expected result:

Tip icon should NOT show up.

Brave Version( check About Brave):

Version 1.18.70 Chromium: 87.0.4280.101 (Official Build) (x86_64)
