Third Party Cookies set by extensions not blocked

Extensions can set third party cookies that will persist after manual deletion, clearing all cookies, deleting cookies on exit and exiting and restarting brave, etc. Any appearance of cookies deleted will be reset and reappear immediately on startup.

Specifically the RSS Feed Reader will set third party cookies for any and all websites an rss feed is being read at, regardless of cookie settings, and no clear way to turn it off as it is not immediately obvious where the behavior is coming from. The behavior is surprising.

Did the issue present with default Shields settings? (yes/no) yes
Default states are:
Block: Ads/Trackers, 3rd Party Cookies, 3rd Party Fingerprinting Allow: Encrypt Connections (HTTPS), Scripts I also tried delete all cookies, delete cookies currently stored, setting delete cookies on exit and restarting brave, third party cookies persisted no matter what.
