Description of the issue: When I open a single tab of the Brave browser, I do not have dragging abilities any longer. I cannot get this tab to my other monitor without opening a bonus tab, or making the window small, dragging, and then making it full size again. This issue started very recently, and it started very suddenly.
Steps to Reproduce (add as many as necessary): Open a single tab of Brave and attempt to drag
Actual Result (gifs and screenshots are welcome!): No drag
Expected result: Easy drag
Reproduces how often: Every time
Operating System and Brave Version(See the About Brave page in the main menu): Brave is up to date
Version 0.70.123 Chromium: 78.0.3904.97 (Official Build) (64-bit) , Running on Windows 10 Home 64 bit
