When I drag a tab it disconnects from the current window creating a new window, but will not reconnect to the window it was dragged from.

Same problem for me.
It’s really annoying because I enjoy brave (on Arco Linux KDE)
I was tempted to reset defaults, but it removes extensions and cache, and I’m concerned what that would do to rewards.
I my try that next reward payment, so any potential loss is minimal.

Functionality has seemed to return, didn’t investigate beyond checking the version, which has bumped up a minor release 1.34.81.
