Description of the issue:
I am trying to open specific pinned tabs but Brave will open another set of unpinned duplicates when startup is set to use current pages.
How can this issue be reproduced?
1.select tabs to open
2.in settings startup set to use current pages
3.after restart, pin startup tabs
4. next restart opens with pinned tabs and duplicate open tabs
Expected result:
would expect pinned tabs only on startup

That’s because the On startup option is explicitly “asking”:
What tabs (that is, sites/pages) do you want to appear every time you launch the browser?
Pinned tabs will appear in every browser window regardless of your On startup settings. Change the setting to Continue where you left off or Open a new tab page after pinning the desired tabs in the browser. The next time you launch, you will have your pinned tabs appear at the left of the tab bar.
