Description of the issue:
I have about 25 website ‘Pinned’ in the browser. Everytime I restart Brave, all the pinned tabs are restored, as pinned tabs, But they are all ALSO opened as unpinned pages too.
Steps to Reproduce (add as many as necessary): 1. 2. 3.
Pin a bunch of web pages. Restart the Brave. All the pinned tabs are restored, but all the pages that those pinned tabs refer to are also opened a 2nd time as unpinned tabs.

Expected result:
The pinned tabs should still be there and pinned when the Brave is restarted, but that’s it. They shouldn’t also be opened a 2nd time as multiple more open tabs duplicating the pinned ones.
Reproduces how often:
Whenever i restart Brave.
