Description of the issue:
I use pinned pages. Anytime the browser is opened and closed, for example on an update, any pinned pages that were open end up getting duplicated and appear in line with any other unpinned pages that were also open.
Steps to Reproduce (add as many as necessary): 1. 2. 3.
Pin a few pages. Open a few other pages. Set the browser settings to ‘open a specific page or set of pages’ and save the current pages. close and relaunch Brave. or wait for an update message and install it and wait for the relaunch.

Expected result:
The pages I saved open but the pinned pages do not also open a second time as unpinned pages.
