Sites that can always use cookies added without my knowledge

Websites are being added to the “Sites that can always use cookies” list without my knowledge, and I cannot delete them from the list. I click on the Trash Can icon but nothing happens. I do not want these websites included in the list unless I personally add them. How do I get them off of the list?

Please fix this problem or tell me how to get rid of these websites.

Go to Settings > privacy and click “clear browsing data” or you can simply press ctrl + shift + delete.
Then select “advanced” tab and check only “site and shields settings” (be sure that other options aren’t checked)
Then press “clear data”.
