Description of the issue:
Cookies are cleared on sites, despite there being no setting configured to enable this behaviour. Cookies persist when site is exited, but are deleted when browser is closed.
Steps to Reproduce
- with the two settings in Brave keeps deleting cookies when closing browser - #2 by Rethanis set to not clear site data
- visit https://steveballantine.github.io/spirit-island-randomiser/ and create a pre-set. (Click “add new pre-set”, give it a name, then to save time check the “populate from current” box and then hit save)
- close browser
- return to https://steveballantine.github.io/spirit-island-randomiser/ and notice that there is no saved preset
Actual Result:
despite there being no setting that forces the clearing of the site data, the site data is cleared
Expected result:
site data is not cleared unless a configuration requires it

are not set to clear site data
I can get this to work in Edge, so it’s not a problem with the site. The difference is that in Edge I can configure edge://settings/clearBrowsingDataOnClose with an exclusion for the site that I want to preserve. I believe that all settings in Edge that have exact equivalents in Brave have been set the same.
