Shield icon displayed over app-specific buttons in custom tabs

Description of the issue:

How can this issue be reproduced?

1. Enable Brave for custom tabs
2. Open for example twitter app and click on a web link
3. Brave view opens

Expected result:
Same behavior compared to chrome. All buttons are usable.

Brave Version( check About Brave):
1.20.103

Mobile Device details
Sony Xperia XZ1, Android 9
