Right-click URL, open in new window works, but opens it *behind* all other windows

Description of the issue:
When I right-click and link and open it in a new window, the new window is opened behind all other windows.

How can this issue be reproduced?
Right-click a URL and select “Open in new window”.

Expected result:
New window should be opened on TOP of all other currently displayed windows

Brave Version( check About Brave):

Version 1.57.57 Chromium: 116.0.5845.163 (Official Build) (64-bit)

Additional Information:
Windows 10 Pro (v22H2, OS Build 19045.3324)

How can this issue be reproduced?

  1. Right-click a URL. Any URL.
  2. Left-click “Open in New Window”

On MY computer, it opens minimized (not behind other windows as I reported earlier.)
