Brave doesn't open links in a new tab if the browser is on a different virtual desktop, instead opens a new browser window

Description of the issue:
Brave only opens links in an existing window if the browser is open on the same virtual desktop. If a Brave window is open on a different virtual desktop it’s ignored.

Steps to Reproduce:

  1. Open Brave.
  2. Switch to a different virtual desktop.
  3. Click on a hyperlink

Actual Result:
A new browser window opens on the current desktop.

Expected result:
A new tab should be opened in the existing Brave window on the other virtual desktop.

Reproduces how often:
Every time.

Operating System and Brave Version(See the About Brave page in the main menu):
Windows 10 Pro 1903 May release
Version 0.68.132 Chromium: 76.0.3809.132 (Official Build) (64-bit)

Additional Information:
Opera, Opera Dev, and Firefox behave correctly and open links in existing windows regardless of what desktop they’re on. Chrome and Brave always spawn new windows on the current desktop where the link is clicked.
