"Open link in new window"opens a window that is minimized in taskbar. Chrome opens a new window that is visible on desktop, the desired behavior.

Consistent problem, happens every time

Removed Brave completely. Reinstalled.

Fixed issue.

Update 3/21/20:

Unfortunately, after a few days, this problem has recurred. No issue with Chrome, only Brave.
