Click on URL opens new tab, not new window

Description of the issue: I want to open URLs in new windows, not tabs.

How can this issue be reproduced?

  1. Click on any URL while a brave window is already open
  2. URL opens in a new tab.
  3. I want to open it in a new window

Expected result: New window

Brave Version( check About Brave): 1.62.153
