If you’re on Windows, backup this entire folder: C:\Users\USER\AppData\Local\BraveSoftware and then move it to same place after format.
Doing so, no need to worry about device limits, since your devices IDs will be the same. Simply verify your wallets again.
Anyway, there’s no device limit anymore…
