PDFs with English & Arabic file name that contain spaces are not opened in Brave browser

I use my brave browser as the default PDF viewer instead of Adobe Acrobat…

It was working fine until I notice within the few past days… that the browser fail to locate the PDF file name with an arabic name… such as this file name الشباب والابتكار.pdf

Description of the issue:
How can this issue be reproduced?

  1. download the PDF file from this link by clicking the orange button (you can translate the page to english) and make sure that the name of the PDF file is الشباب والابتكار.pdf
  2. after downloading the file into the downloads folder, open it using brave browser…

Expected result:
you will notice that Brave will try to open 2 new tabs… the first one with the local file address and the problem there are spaces on the PDF file name … the more spaces the more tab it will open

Version 1.14.84 Chromium: 85.0.4183.121 (Official Build) (64-bit)

if you use windows 10 then follow those steps

  1. Open [ Settings ](and click/tap on the Time & Language icon.

  2. Click/tap on Language on the left side, click/tap on the Administrative language settings link on the right side under Related settings ,

  3. Click/tap on the Administrative tab, and click/tap on the Change system locale button.

  4. Select the language (choose arabic from your country) in the drop menu you want for the system locale, and click/tap on OK

it will ask you to restart your device
