Brave cannot handle files with names not in English

When I download or upload a file with Arabic file name, Brave cannot handle it. Download names the file “download”, regardless of its original name. Upload gives me an error that the file is zero size.

How can this issue be reproduced?

  1. Try to download any file with Arabic name, on Ubuntu 20.04 machine. Here is a website with some files to try to download: https://psut.edu.jo/ar/content/تعليمات-منح-الدرجات-العلمية

Expected result: The file should be downloaded with its original file name

Brave Version: (Version 1.34.80 Chromium: 97.0.4692.71 (Official Build) (64-bit))

Additional Information: Installed on Ubuntu 20.04; the download location is the default directory (~/Downloads)
